I said 1st and 2nd strike nuclear capability as kind of tablesteaks for a new non-NATO non-US deterrent...which is what you need for parity in nuclear deterrence. And then did I say 'cohesive' a few times as regards this new theoretical alliance.....which is the same as highlighting the issue with unity So we're saying the same thing basically....and to a certain extent its why the European's are happy to get kicked around by the US they can't quite bring themselves to run the experiment to see if they might be able to function together as an alliance unit....the inevitable issue is Germany will seek to lead it, France will be offended by that and seek parity and the British well they bounce between supporting and undermining both Germany and France!
