The 90% of the document is a proof that there was insufficient evidence that Russia preferred Trump over Clinton or vice-versa.

 

However I can say that victory of Trump was a massive national celebration in Russia. Both times. It would never come to my mind that Russia would not prefer Trump. They might not have said that publicly, because saving face is important in Russian culture. You wouldn't voice your preference about an outcome you don't fully control, like US elections.
