He's looking to invest in a project that meets the criteria for obtaining a green card via the U.S. government's EB-5 Immigrant Investor program. The stipulation for investment is, "You must invest $1,000,000, or at least $500,000 in a targeted employment area (high unemployment or rural area)." The business must create at least ten full-time jobs.
